Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Aluminum sheet – dumping margins of 14.71 percent for Oman and 0.71 percent for Taiwan in final results of administrative reviews of AD orders on common alloy aluminum sheet from these countries for the period April 1, 2023, through March 31, 2024

Cold-rolled steel – rescission of administrative review of AD order on cold-rolled steel flat products from the United Kingdom for the period Sept. 1, 2024, through Aug. 31, 2025, and instruction to CBP to assess AD duties on entries of subject goods at the applicable cash deposit rates

Electrical steel – sunset review determinations that (1) revocation of AD orders on non-oriented electrical steel from China, Germany, Japan, South Korea, Sweden, and Taiwan would be likely to lead to continuation or recurrence of dumping at levels up to 407.52 percent for China, 98.84 percent for Germany, 204.79 percent for Japan, 6.88 percent for South Korea, 126.72 percent for Sweden, and 52.23 percent for Taiwan, and (2) revocation of CVD orders on such steel from China and Taiwan would be likely to lead to continuation or recurrence of countervailable subsidies at levels of 158.88 percent for China and 8.61 and 17.12 percent for Taiwan

Polyester fiber – dumping margin of 3.02 percent in final results of administrative review of AD order on low-melt polyester staple fiber from South Korea for the period Aug. 1, 2023, through July 31, 2024

Silicon metal – issuance of (1) AD orders on silicon metal from Angola and Laos, effective April 16, with dumping margins of 68.45 percent for Angola and 94.44 percent for Laos, and (2) CVD order on silicon metal from Laos, effective April 16, with net subsidy rate of 69.1 percent
