Background

The U.S. and Korea have reached preliminary agreement on proposed modifications to the U.S.-Korea free trade agreement rules of origin for certain fabrics of HTSUS heading 5408 made from textured and non-textured triacetate filament yarns of subheading 5403.33.

The International Trade Commission has instituted an investigation into the probable economic effect of these changes on U.S. trade under KORUS, total U.S. trade, and domestic producers of affected articles. No public hearing is planned for this investigation but written submissions are due by Aug. 26. The ITC expects to send its report to the Office of the U.S. Trade Representative by Nov. 4.
