Tariffs. The Tariff Revenue Used to Secure Tomorrow Act (H.R. 5153, introduced Sept. 4 by Rep. Moran, R-Texas) would require that, for every fiscal year the U.S. maintains a budget deficit, tariff revenue collected above fiscal year 2025 levels must be deposited into a new Tariff Trust Fund that would be used solely to reduce the deficit.
Trade officials. The Senate Finance Committee favorably reported Sept. 4 the nomination of Bryan Switzer to be a deputy U.S. trade representative for Asia, textiles, investment, services, and intellectual property.
Mail shipments. S. 2725 (introduced Sept. 4 by Sen. Klobuchar, D-Minn.) would (1) increase the criminal penalty for mail fraud involving misrepresentation of the country of origin and (2) terminate the authority to exclude countries from the requirement to transmit advance electronic information for 100 percent of mail shipments under the STOP Act of 2018.
Exports. The House of Representatives approved Sept. 2 the International Traffic in Arms Regulations Licensing Reform Act (H.R. 4215), which would require the State Department to promulgate expedited and fixed timelines for the decision-making process to license the export of certain defense articles and defense services.
