Imports. H.R. 8687 (introduced May 7 by Rep. Hinson, R-Iowa) would amend the Tariff Act of 1930 to provide for escalating civil penalties for fraudulent or negligent importation of unauthorized electronic nicotine delivery systems.

The Connected Vehicle Security Act (H.R. 8730, introduced May 11 by Reps. Moolenaar, R-Mich., and Dingell, D-Mich.) would prohibit the importation, manufacture, sale, resale, or introduction into interstate commerce of connected vehicles and related software and hardware associated with foreign adversaries (defined as China, Russia, North Korea, and Iran). Vehicle and software prohibitions would be effective Jan. 1, 2027, and hardware prohibitions would be effective Jan. 1, 2030. The bill would also establish civil penalties of at least $1.5 million for each violation.

The Trade Responsibly for Environmental Emissions Act (H.R. 8744, introduced May 12 by Rep. Doggett, D-Texas) would prohibit the import of certain goods produced, sourced, made, or otherwise derived from deforestation as well as the sale of such items in interstate commerce.

Exports. H.R. 8689 (introduced May 7 by Rep. Jackson, R-Texas) would authorize the establishment of an Office of Export Controls and Border Security within the Bureau of Arms Control and Nonproliferation of the State Department.

Forced labor. H.R. 8681 (introduced May 7 by Rep. Dean, D-Pa.) would impose sanctions with respect to any foreign person employing forced labor or child labor in the cobalt mining sector of a foreign country.

The Uyghur Forced Labor Disclosure Act (H.R. 8712, introduced May 7 by Reps. Subramanyam, D-Va., and Moran, R-Texas) would require publicly traded companies to review and disclose whether any of their products may have been produced with Uyghur forced labor in China’s Xinjiang Uyghur Autonomous Region.
