Background

Export controls and trade remedy proceedings are among the topics of rules appearing on the Department of Commerce’s most recent semiannual regulatory agenda, which lists these and other regulations affecting international trade that could be issued within the next year. The expected timeframes for issuance of these rules are indicated in parentheses.

- a final rule making changes related to one mandatory electronic export information filing requirement (July 2025, first time published)

- a final rule revising the Export Administration Regulations for certain rare earth minerals and strategic metals (July 2025, first time published)

- an advance notice of proposed rulemaking regarding the potential codification and revision of (1) the current policy in antidumping duty proceedings of assessing entries of subject merchandise exported by unaffiliated resellers at the “all others” rate determined in an AD investigation rather than the rate calculated for an examined producer in an administrative review, and (2) the analysis conducted to determine if it is appropriate to apply an average-to-transaction comparison methodology in AD investigations and certain administrative reviews (July 2025)

- a proposed rule to amend seafood import permitting, reporting and recordkeeping, and entry filing requirements (August 2025, previously July 2024; ANPR issued in July 2022)

- an interim final rule regarding exports of information and communications technology and services supplied by entities under the ownership or control of, or subject to the jurisdiction or direction of, a foreign adversary (August 2025, first time published)

- a proposed rule to simplify the requirements for license exception STA (strategic trade authorization) and make other changes to encourage additional use of this exception (August 2025; previously July 2024)

- a proposed rule to control U.S. persons’ support of military and intelligence end-users and end-uses and restrict exports, reexports, and transfers (in-country) to these end-users and end-uses (August 2025; previously July 2024)

- a final rule easing export controls for space-related goods (August 2025; interim final rule issued October 2024)

- a final rule making corrections and clarifications to certain aspects of the Russian and Belarusian sanctions under the EAR (August 2025, first time published)

- a final rule to liberalize defense trade with the United Kingdom and Australia (September 2025, previously August 2024; interim final rule issued in April 2024)

- a proposed rule to impose export controls on cloud computing products and services and data center products and services designed, developed, manufactured, or supplied by entities under the ownership or control of, or subject to the jurisdiction or direction of, a foreign adversary (September 2025; previously November 2024)

- an interim final rule regulating exports of information and communications technology and services integral to unmanned aerial systems (September 2025; ANPR issued in January 2025)

- a final rule implementing export controls on quantum computers and other advanced technologies (September 2025; interim final rule issued September 2024)

- an interim final rule regarding export controls on information and communications technology and services designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the jurisdiction or direction of certain foreign adversaries and that are integral to large connected vehicles (September 2025, first time published)

- a final rule tightening export restrictions on firearms and ammunition (September 2025, previously January 2025; interim final rule published April 2024)

- a final rule implementing additional export controls on advanced computing and semiconductor manufacturing items (October 2025, previously October 2024; interim final rule published October 2022)

- a final rule providing additional due diligence procedures regarding advanced computing integrated circuits (October 2025, first time published)

- a final rule establishing the process by which a Section 232 investigation may be terminated (November 2025)

- a final rule to clarify export controls on radiation-hardened integrated circuits and computer and telecom equipment incorporating such circuits (December 2025, previously January 2025; proposed rule published March 2024)

- a final rule clarifying the requirements governing in-transit shipments from foreign countries through the U.S. that are subsequently exported to foreign destinations

- a final rule easing export controls to aid participation in standards setting or development in standards organizations

- a final rule imposing supplemental licensing requirements on exports and reexports to Pakistan of certain items
