CBP. The Combatting International Drug Trafficking and Human Smuggling Partnership Act (H.R. 9167, introduced Oct. 11 by Rep. Guest, R-Miss.) would grant permanent statutory authorization for U.S. Customs and Border Protection to work with foreign countries and conduct joint operations with other nations’ law enforcement partners to support humanitarian and law enforcement efforts, fight drug and human trafficking, and combat terrorist and other security and economic threats.

H.R. 9189 (introduced Oct. 14 by Rep. Stefanik, R-N.Y.) would designate the Plattsburgh International Airport (N.Y.) and the Valley International Airport (Texas) as ports of entry rather than as user-fee airports, which requires the airports to pay out-of-pocket for CBP services such as security screenings, cargo security and examinations, and immigration inspections.

Trade promotion. The House Committee on Small Business reported favorably Oct. 14 the STEP Improvement Act (H.R. 8844, introduced Sept. 15 by Rep. Evans, D-Pa.), which would reauthorize the Small Business Administration’s State Trade Expansion Program that provides financial awards to state and territory governments to help small businesses with export development.

Infant formula. President Biden signed into law Oct. 10 the Bulk Infant Formula to Retail Shelves Act (H.R. 8982), which suspends through Dec. 31 duties on imports of certain infant formula base powder used in the manufacturing of infant formula in the U.S. The amount of such duty-free imports is capped at 2,600 metric tons.
