Export controls. The Export Controls Enforcement Act (H.R. 4505, introduced July 17 by Rep. Kamlager-Dove, D-Calif.) would increase the number of export control officers of the Bureau of Industry and Security who are stationed in foreign regions.

H.R. 4530 (introduced July 17 by Rep. Self, R-Texas) would apply licensing requirements under the Export Control Reform Act of 2018 to subsidiaries of entities on the Entity List or the Military End-User List.

Cosmetics. Rep. Schakowsky, D-Ill., introduced July 17 the following bills to update federal cosmetics laws: (1) the Toxic-Free Beauty Act (H.R. 4433), which would ban 18 of the most toxic chemicals and two whole classes of chemicals, (2) the Cosmetic Supply Chain Transparency Act (H.R. 4434), which would require suppliers of raw materials, ingredients, and private-label products to provide full disclosure and safety data to cosmetic companies, and (3) the Cosmetic Hazardous Ingredient Right to Know Act (H.R. 4435), which would require product label and website disclosure of secret, unlabeled, and often toxic chemicals in personal care products.

Shipping. S. 2243 (introduced July 14 by Sen. Whitehouse, D-R.I.) would require the Environmental Protection Agency to assess certain fees on shipping and other vessels.

Critical minerals. The Minerals Security Partnership Authorization Act (H.R. 4391, introduced July 15 by Reps. Bera, D-Calif., and Kim, R-Calif.) would promote international cooperation to secure critical mineral supply chains by (1) providing diplomatic leadership to identify, prioritize, and support strategic projects through every stage of the critical minerals supply chain, (2) coordinating with partner governments and financial institutions to mobilize responsible investment and reduce dependence on authoritarian regimes, (3) engaging with producing countries to foster transparent, high-standard investment environments, and (4) promoting environmental safeguards, labor protections, and community benefits alongside economic development.
