Trade agreements. Senate Finance Ranking Member Ron Wyden, D-Ore., sent a letter to U.S. Trade Representative Jamieson Greer July 2 emphasizing that “binding international trade agreements must be approved by Congress.” Wyden noted that this position appears to conflict with Greer’s statement that the agreements the Trump administration is currently negotiating with various countries relating to tariffs imposed through executive action “may be binding but will not be submitted to Congress for approval.” Wyden pointed out that a bipartisan group of committee members supported his position in a letter to the previous administration.

De minimis. A wide-ranging domestic policy bill signed into law July 4 by President Trump includes provisions that will (1) terminate the $800 de minimis exception for commercial shipments from all countries as of July 1, 2027, and (2) impose a penalty on those who use the de minimis exception before that date to import goods in violation of any other U.S. law ($5,000 for the first violation and $10,000 for each subsequent violation).

Sanctions. H.R. 4291 (introduced July 2 by Rep. Fine, R-Fla.) would require a review of whether individuals or entities subject to the imposition of certain sanctions through inclusion on certain sanctions lists should also be subject to the imposition of other sanctions and included on other sanctions lists.

Foreign regulations. The Protect U.S. Companies from Foreign Regulator Taxation Act and the Prevent Regulatory Overreach from Turning Essential Companies into Targets Act (introduced July 2 by Rep. Fitzgerald, R-Wis.) would shield U.S. companies from having to comply with European regulations on digital markets and corporate sustainability due diligence.
