Background

In the Dec. 17, 2025, Customs Bulletin and Decisions, U.S. Customs and Border Protection is proposing to reclassify glass cold brew coffee makers and teapots with stainless steel filters or infusers as stainless steel kitchen articles under HTSUS 7323.93.00 (2 percent duty) rather than as glassware under HTSUS 7013 (duty rates ranging from 15 to 24.8 percent).

The items at issue include (1) a cold brew coffee maker consisting of two glass mason jars, a stainless steel screw on filter encased in a plastic lid with straw, and a metal screw on lid with a plastic travel sipper, (2) a round, three-cup capacity, glass teapot that has a blue plastic removable knob lid, is partially covered with blue plastic overlay incorporating a blue plastic handle, and includes a removable stainless steel infuser, and (3) a 1,250 ml capacity glass teapot with a yellow plastic handle, lid, and trim and a reusable metal filter.

CBP states that these items qualify as sets and that under GRI 3(b) they are classified as if they consist of the component that gives them their essential character. CBP is proposing to determine that the glass containers perform a subordinate role while the filters or infusers perform the primary role of filtering coffee grounds or tea leaves during the brewing or steeping process.

Rulings NY N296022, NY L85069, and NY G89918 would be revoked to reflect this change. Comments on this proposed change are due by Jan. 17.
