U.S. Customs and Border Protection has issued the draft agenda for the 77th session of the World Customs Organization’s Harmonized System Committee, which will be held in Brussels March 9-20. The HSC’s responsibilities include issuing decisions on the interpretation of the Harmonized Commodity Description and Coding System, which can take the form of published tariff classification opinions or amendments to the Explanatory Notes. The committee also considers amendments to the legal text of the HS.

The HSC is slated to consider the preparation and timing of publications regarding changes to the HS slated to take effect Jan. 1, 2028, as well as the scope of the next HS review cycle. Also on the agenda are recommendations regarding (1) the use of standard units of quantity to facilitate the collection, comparison, and analysis of international trade statistics and (2) the insertion in national statistics nomenclatures of subheadings to enhance the monitoring of global trade of certain chemical substances and equipment used in the manufacture of drugs.
