Background

The following ruling revocations and modifications are included in the Dec. 31, 2025, Customs Bulletin and Decisions, and will be effective for subject goods entered or withdrawn from warehouse for consumption on or after March 1, 2026. Air purifiers – Ruling HQ H323218 will revoke ruling NY N322681 and modify ruling NY N322684 to reflect that the country of origin of air purifiers manufactured from parts of Chinese and Vietnamese origin and further assembled in Vietnam into subassemblies and finished products is Vietnam instead of China.

Baskets – Ruling HQ H342184 will modify rulings NY N328585 and NY N326486 to reclassify decorative storage baskets as other made-up articles under HTSUS 6307.90.98 (7 percent duty) rather than as articles of twine or cordage under HTSUS 5609.00.1000 (2.9 percent duty) or 5609.00.3000 (4.5 percent duty).

Men’s jackets – Ruling HQ H334134 will revoke ruling NY K82923 to reclassify men’s outerwear jackets as garments made of specified fabrics under HTSUS 6210.20.50 (7.1 percent duty) rather than as jackets under HTSUS 6201.93.3000 (if water-resistant; 7.1 percent duty) or HTSUS 6201.93.3511 (if not water-resistant; 27.7 percent duty).

Pork jowls – Ruling HQ H341515 will revoke ruling NY 864034 to reclassify pork jowls as edible offal of swine under HTSUS 0206.30.0000 (fresh) or 0206.49.0000 (frozen), both duty-free, rather than as meat of swine under HTSUS 0203.19.4090 (fresh) or 0203.29.4000 (frozen).

Spa covers – Ruling HQ H336180 will revoke rulings NY N3344409 and NY 817807, and modify ruling NY 817397, to reclassify spa covers and spa cover lifters as parts of mechano-therapy appliances under HTSUS 9019.10.20 (duty-free) rather than as articles of aluminum under heading 7616.99.5190 (2.5 percent duty) or articles of plastic under HTSUS 3924.90.5500 (3.4 percent duty).

Tuna and rice kits – Ruling HQ H329437 will revoke ruling NY N327487 to reclassify tuna and rice bowl kits as tuna under HTSUS 1604.14 (no duty rate provided because classification is only given to six digits) rather than as prepared meals of fish under HTSUS 1604.20.05 (5 percent duty).

Underwater drones – Ruling HQ H272339 will revoke rulings NY N019900 and NY N159975 to reclassify underwater remotely-operated vehicles as other machines under HTSUS 8479.89.95 (2.5 percent duty) rather than as other vessels under HTSUS 8906.90.0090 (duty-free).
