Background

The Committee for the Implementation of Textile Agreements has approved separate short supply requests alleging that certain three-layered bonded fabrics of polyester/spandex or 100 percent polyester are not available in commercial quantities in a timely manner from suppliers in the CAFTA-DR countries. These fabrics have a woven outer layer and knit pile inner layer bonded with plastic and are classifiable under HTSUS 6001.22.

CITA is adding these fabrics to the short supply list in Annex 3.25 of CAFTA-DR in an unrestricted quantity, which will allow duty-free imports of apparel made in CAFTA-DR countries with these fabrics regardless of where they are sourced. This determination will apply from Dec. 23.
