Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact STR.

Choline salts – institution of AD and CVD injury investigations on choline salts from China

Citric acid – preliminary affirmative CVD determinations on citric acid and certain citrate salts from Canada and India and new CVD cash deposit requirements at rates of 16.5 percent for Canada and 63.88 percent for India, effective for entries of subject goods entered or withdrawn from warehouse for consumption on or after June 26

MDD – dumping margins of 87.25 and 161.61 percent in amended final affirmative AD determination on methylene diphenyl diisocyanate from China

Scope rulings – applications filed in April for rulings on the scope of the following AD and/or CVD orders

- crystalline silicon photovoltaic cells, whether or not assembled into modules, from China

- mattresses from China and Mexico

- narrow woven ribbons with woven selvedge from China

- raw flexible magnets from China

Solar cells – dumping margins of 2.06 to 26.11 percent in preliminary results of administrative review of AD order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China for the period Dec. 1, 2023, through Nov. 30, 2024
