International agreements and U.S. law regulate the importation of wood packaging materials (e.g., wooden pallets) when accompanying goods into the U.S. to prevent foreign pests from harming domestic plants and agriculture. When non-compliant materials are used, U.S. Customs and Border Protection can issue notices to remedy the non-compliance as well as monetary penalties.
