U.S. Customs and Border Protection has begun to issue messages to help the trade community prepare for the Nov. 1 deadline for mandatory filing of all electronic entries and corresponding entry summaries in the Automated Commercial Environment. A message issued May 22 includes the following information.
Testing of Capabilities. On May 20 the majority of all code needed for the Nov. 1 mandatory date was deployed to the certification environment for testing by all trade filers. CBP strongly recommends that filers work with their client representatives to test new and existing entry and entry summary capabilities (including entry/entry summary types 01, 03 and 11) via the certification environment to ensure they are ready well in advance.
Quota. CBP has postponed from June 27 to Oct. 31 the deployment of all entry types on which quota merchandise may be filed to ensure that quota continues to be processed fairly, timely and consistently for all filers in both ACS and ACE. This deployment will include entry types 02, 06, 07, 12, 21, 22, 23, 31, 32, 34 and 38.
Non-ABI Filings. Members of the trade community who file non-electronic (non-ABI) entry data with CBP are not impacted by the Nov. 1 transition and may continue to submit paper documents to CBP for manual entry and entry summary processing.
