China. The Leading Global Innovation resolution (H.Res. 697, introduced Sept. 18 by Rep. Sherrill, D-N.Y.) urges the public, private, and nonprofit sectors to invest together in key industries and workforce training initiatives to outcompete China’s “Made in China 2025” plan, a state-led industrial policy that aims to make China the global leader in cutting-edge technology and innovation. 

The Build Responsible Infrastructure Development for the Global Economy Act (H.R. 5565, introduced Sept. 19 by Rep. Fitzgerald, R-Wis.) would require (1) a report regarding the scope of efforts by China and the Chinese Communist Party to utilize the Belt and Road Initiative to undermine the U.S.-led international world order and (2) a detailed strategy regarding how the U.S. government intends to counter the BRI.

Tariffs. The Protect American Tire Workers Act (H.R. 5593, introduced Sept. 22 by Rep. Higgins, D-N.Y.) would exempt certain tire articles from the Generalized System of Preferences, which grants duty-free treatment to imports of specified products.

The HELP Extension Act (H.R. 5614, introduced Sept. 19 by Rep. Wenstrup, R-Ohio) would extend for ten years the HOPE and HELP trade preferences providing duty-free treatment for imports from Haiti.

Pharmaceuticals. H.R. 5575 (introduced Sept. 19 by Rep. Posey, R-Fla.) would direct the departments of Health and Human Services, Defense, and Veterans Affairs to end U.S. over-dependence on Chinese pharmaceuticals by encouraging the growth of a robust domestic medicine supply chain for generic drugs. This bill would also empower the Food and Drug Administration to issue boxed warnings in the case of critical contamination.

Labeling. The Reinforcing American-Made Products Act (H.R. 5556, introduced Sept. 19 by Rep. Curtis, R-Utah) would make exclusive the authority of the federal government to regulate the labeling of products made in the U.S. and introduced in interstate or foreign commerce.

Sanctions. The Sanctions List Harmonization Act (H.R. 5613, introduced Sept. 19 by Rep. Waltz, R-Fla.) would require a review of whether individuals or entities subject to the imposition of certain sanctions through inclusion on certain sanctions lists should also be subject to the imposition of other sanctions and included on other sanctions lists.

Russia. The Protecting American Food Producers from Russia’s Market Distortions Act (S. 2847, introduced Sept. 19 by Sen. Rubio, R-Fla.) would prohibit the importation of agricultural products, raw materials, and food from Russia if that country prohibits the importation of such products, materials, and food from the U.S.

Imports. S. 2884 (introduced Sept. 21 by Sen. Barrasso, R-Wyo.) would delay the implementation of a rule relating to the importation of sheep and goats and products derived from sheep and goats.
