U.S. Customs and Border Protection has issued a final determination concerning the country of origin of a video conferencing device that may be offered to the U.S. government. Any party-at-interest may seek judicial review of this determination by Oct. 8.
According to CBP, the item at issue is an all-in-one video conferencing device specifically designed for medium to large meeting spaces. It features a 65-inch multi-touch screen, audio and video, and environmental sensors. It can function independently while also offering support for integration with other devices, third-party audio, or a second screen. It operates with a power cord and supports a variety of collaboration applications.
In ruling HQ H344638, CBP concludes that the country of origin of the product is Taiwan. CBP explains that both the production of the printed circuit board assemblies and their assembly into the finished product will occur in Taiwan, as will the final testing, packing, and programming of the product. Although a majority of the product’s components come from China, CBP states, the most significant components come from Taiwan and the cost of the components from Taiwan is significantly higher.
CBP issues country of origin advisory rulings and final determinations as to whether an article is or would be a product of a designated country or instrumentality for the purposes of granting waivers of certain “Buy American” restrictions in U.S. law or practice for products offered for sale to the U.S. government.
