Background

The Bureau of Industry and Security has issued an interim final rule that, effective Oct. 18, revises the Commerce Control List to reflect decisions made in December 2022 affecting the dual-use and munitions control lists maintained under the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies. These revisions affect ECCNs 1B001, 4D001, 4E001, 6A005, 6B007, 7A003, 7E004, 8A001, 8A002, 9A001, 9A003, 9E001, 9E002, and 9E003. Affected goods includes lasers, optical equipment, gravity meters, inertial measurement equipment, submersible vehicles, marine systems, and aero gas turbine engines.

BIS is also seeking comments no later than Dec. 4 on whether to retain license exception STA (strategic trade authorization) eligibility for destinations specified in Country Group A:5 for technology for the development of supersonic aero gas turbine engine components controlled under ECCN 9E003.k (formerly controlled under ECCN 9E001).
