Background

The International Trade Administration has launched a program to promote exports of U.S. full-stack artificial intelligence packages (which include hardware, software, models, and applications) across industry sectors to countries and regions around the world. 

As an initial step the ITA is inviting comments from U.S. and global technology companies by Nov. 27 to shape the program, understand industry needs, and ensure that policy outcomes are met. 

Informed by these comments, the ITA will then call for proposals from industry-led consortia to export full-stack AI technology packages. The ITA states that proposals must (1) identify specific target countries or regional blocks for export engagement, (2) describe a business and operational model to explain, at a high level, which entities will build, own, and operate data centers and related infrastructure, (3) detail requested federal incentives and support mechanisms, and (4) comply with U.S. export control regimes, outbound investment regulations, and end-user policies.

The ITA will then work with other federal agencies to evaluate submitted proposals, and those selected will be supported through priority access to federal financing and other tools. 

The ITA states that it will also (1) launch a new website, AIexports.gov, and establish an integrated AI export team, (2) leverage its expertise in export promotion through its commercial service officers across the U.S. and the globe, and (3) partner with the State Department to leverage its foreign service officers and ambassadors in support of this effort.
