Sugar
The Office of the U.S. Trade Representative has announced allocations of the in-quota amount of the tariff-rate quota on imported raw cane sugar for fiscal year 2027 (Oct. 1, 2026, through Sept. 30, 2027). TRQs allow countries to export specified quantities of a product to the U.S. at a relatively low tariff but subject all imports of the product above a pre-determined threshold to a higher tariff.
Avian Commodities
The Department of Agriculture’s Animal and Plant Health Inspection Service is proposing to reduce from 90 days to 28 days immediately preceding export to the U.S. the period within which live birds and other avian commodities may not be exposed to highly-pathogenic avian influenza or sourced from premises quarantined for HPAI. APHIS states that this change would reduce trade disruptions by allowing foreign regions to resume the export of such goods to the U.S. sooner following an outbreak of HPAI while still providing adequate safeguards that such imports do not present a risk of disseminating HPAI within the U.S. Comments on this proposed rule are due no later than Nov. 23.
Separately, effective Sept. 23 and until further notice, APHIS is restricting the importation of certain animal commodities originating from or transiting the entirety of Namibia based on the confirmation of foot-and-mouth disease in domestic cattle in a region within Namibia that APHIS previously considered free of FMD. These restrictions include (1) a prohibition on the importation of live ruminants, camelids, swine, hedgehogs, tenrecs, and their germplasm originating from or transiting through Namibia, (2) a requirement for processed porcine, ruminant, camelid, hedgehog, and tenrec products and byproducts (including milk), if arriving as cargo, to be accompanied by an APHIS import permit and/or government certification confirming that the goods were treated in accordance with APHIS requirements, and (3) a prohibition (with limited exceptions) on imports of unprocessed porcine, ruminant, camelid, hedgehog, and tenrec products and byproducts (including milk).
