Background

The Department of Agriculture’s Agricultural Marketing Service is accepting comments through Dec. 7 on proposed changes intended to ensure that importers are being assessed on the same products as domestic manufacturers under the Paper and Paper-Based Packaging Promotion, Research, and Information Order.

This order is funded by assessments (currently $0.000386/kg) on importers and manufacturers of 100,000 short tons or more of paper and paper-based packaging per year. Assessments are used for projects to promote subject goods.

AMS is proposing to update the list of Harmonized Tariff Schedule numbers for goods subject to this order to reflect changes made by the International Trade Commission. The updated list includes HTSUS numbers under headings 4802, 4804, 4805, 4807, 4810, and 4811.

AMS is also proposing to insert language that allows assessment collection to continue even if HTS numbers change in the future.
