De minimis entries. S. 5329 (introduced Nov. 14 by Sen. Wyden, D-Ore.) would amend section 321 of the Tariff Act of 1930 to enhance transparency with respect to shipments seeking an administrative exemption from duties for low-value entries.

China. The Restoring Trade Fairness Act (H.R. 10127, introduced Nov. 14 by Rep. Moolenaar, R-Mich.) would suspend normal trade relations with China and increase the duty rates applicable to articles imported from China. A Politico article noted that duty rates would be at least 35 percent on non-strategic goods and at least 100 percent on strategic goods, all of which would be phased in over five years. “The legislation does not have an obvious path forward during the lame-duck session of Congress,” the article said, “but sets a marker for next year when Republicans are expected to control both chambers.”
