Background

The Bureau of Industry and Security has issued a final rule that, effective Nov. 10, removed one Chinese entity and six aliases associated with a different entity from the Entity List. This rule removes the previous license requirement for exports, reexports, and transfers (in-country) of all items subject to the Export Administration Regulations that involve these entities.

BIS said it is taking this action based on information regarding the relationships of the aliases to the named entity along with commitments to enhance the export compliance measures of all these parties. As a result, BIS determined that these entities no longer pose a significant risk of being or becoming involved in activities that are contrary to U.S. national security or foreign policy interests.
