Background

BIS on May 14 issued an anti-boycott advisory on Türkiye in light of a recent announcement by the Turkish government that it will suspend all exports and import to and from Israel until the Israeli government allows an uninterrupted and sufficient flow of humanitarian aid into Gaza.

BIS reminds U.S. persons, wherever they are located, that the Export Administration Regulations prohibit taking certain actions in furtherance or support of an unsanctioned foreign boycott maintained by a country against a country friendly to the U.S. and require reporting to BIS of the receipt of any boycott-related requests. The agency is cautioning U.S. companies operating in Türkiye to be alert to their receipt of any requests to refrain from importing or exporting goods to or from Israel or to provide certification that the goods are not of Israeli origin or do not contain Israeli-origin components or materials.

The advisory provides various illustrative examples of recent boycott requests reported to the Office of Antiboycott Compliance, including prohibited boycott conditions in a purchase order, letter of credit, contract, questionnaire, customs document, certificate of origin, tender, power of attorney, and trademark application.
