Tariffs. The Reviewing Economic and Protection Objectives for the Reciprocal Tariffs Act (H.R. 3292, introduced May 8 by Rep. Kim, R-Calif.) would (1) require the president to notify Congress and provide a justification report of the economic and security objectives of an increase or decrease in tariff authority 48 hours before it takes effect, (2) direct the U.S. trade representative to testify to relevant committees once the tariffs take effect, and (3) apply to future presidential administrations regardless of political affiliation.
The Truth in Tariffs Act (H.R. 3306, introduced May 8 by Rep. Raskin, D-Md.) would require large retailers to clearly display the portion of an item’s price attributable to tariffs.
Customs. The Senate Finance Committee will meet May 13 to consider the nomination of Rodney Scott to be commissioner of U.S. Customs and Border Protection.
Imports. The Sporting Goods Excise Tax Modernization Act (S. 1649, introduced May 7 by Sen. Tuberville, R-Ala.) would require U.S. online marketplaces to collect and remit federal excise taxes on imported archery and fishing equipment, thereby treating them as the importer of record.
Exports. The House of Representatives passed May 5 H.R. 1316, which would require the Bureau of Industry and Security to annually report to Congress on license applications, enforcement actions, and other requests for authorization for the export, reexport, release, and in-country transfer of items subject to the EAR to covered entities. A covered entity is any entity that is (1) located or operating in a country listed in Country Group D:5 (those subject to U.S. arms embargoes) and (2) included on the Entity List or the Military End-User List. Reports would have to include specified information, including the name of the entity submitting the application, where the item is being exported, the decision with respect to the license application or authorization, and information on related enforcement activities.
Supply Chains. The Senate Finance Committee will hold a hearing May 17 on trade in critical supply chains.
