China. The Preventing PLA Acquisition of U.S. Technology Act (S. 4142, introduced May 4 by Sen. Rubio, R-Fla.) would prohibit U.S. research agencies, universities, colleges, and private companies that receive federal funding from engaging in STEM research or technical exchange with Chinese entities of concern in areas of cutting-edge technology that could improve the ability of China’s People’s Liberation Army to wage war against the U.S. and its allies.  

Russia. S. 4143, introduced May 4 by Sen. Rubio, R-Fla., would prohibit imports of agricultural products, raw materials, and food from Russia if Russia prohibits the importation of such products, materials, and food from the U.S.

Product Safety. The Senate approved May 4 the Safe Sleep for Babies Act (H.R. 3182), which would add inclined sleepers for infants with an inclined sleep surface greater than ten degrees, as well as crib bumpers, to the list of banned hazardous products under the Consumer Product Safety Act. This bill was passed by the House in June 2021.
