Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Freight rail couplers – preliminary affirmative determination in AD investigation of certain freight rail couplers and parts thereof from the Czech Republic, with dumping margins of 60.05 percent, postponement of final determination until Sept. 18, and extension of provisional measures from a four-month period to a period no longer than six months

Scope ruling applications – requests filed in March for inquiries on whether identified products are covered by the scope of the following AD/CVD orders:

- certain steel racks and parts thereof from China

- corrosion-resistant steel products from China

- crystalline silicon photovoltaic cells, whether or not assembled into modules, from China

- crystalline silicon photovoltaic cells, and modules, laminates, and panels, consisting of crystalline silicon photovoltaic cells, whether or not partially or fully assembled into other products, from Vietnam

- seamless refined copper pipe and tube from China

- wooden bedroom furniture from China

Steel plate – dumping margins of 0.94 and 1.18 percent in final results of administrative review of AD duty on certain cut-to-length carbon-quality steel plate products from Korea for the period Feb. 1, 2024, through Jan. 31, 2025

Strontium chromate – dumping margin of zero for Société Nouvelle des Couleurs Zinciques in preliminary results of administrative review of AD order on strontium chromate from France for the period Nov. 1, 2023, through Oct. 31, 2024

Thermal paper – dumping margin of zero for Hansol Paper Company in final results of administrative review of AD order on thermal paper from Korea for the period Nov. 1, 2023, through Oct. 31, 2024, and review rescission with respect to Tele-Paper (M) Sdn. Bhd.

Wood mouldings – subsidy rates of 49.65, 50.67, 51.81, and 200.00 percent in preliminary results of administrative review of CVD order on wood mouldings and millwork products from China for the period Jan. 1 through Dec. 31, 2024, and review rescission with respect to 22 companies
