Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Glycol – initiation of AD investigations of polytetramethylene ether glycol from China, Korea, Taiwan, and Vietnam

Mushrooms (Canada) – postponement from May 22 to July 13 of deadline for preliminary determination in AD investigation on fresh mushrooms from Canada

New reviews – initiation of administrative reviews of the following AD/CVD orders for the periods March 1, 2025, through Feb. 28, 2026 (AD), or Jan. 1 through Dec. 31, 2025 (CVD), unless otherwise noted:

- acetone from Korea (AD)

- carbazole violet pigment 23 from India (CVD: Jan. 1 through Dec. 31, 2024)

- circular welded carbon steel pipes and tubes from Thailand (AD)

- circular welded carbon-quality steel pipe from UAE (AD: Dec. 1, 2021, through Nov. 30, 2022)

- corrosion inhibitors from China (AD/CVD)

- difluoromethane from China (AD)

- frozen warmwater shrimp from Thailand (AD: Feb. 1, 2025, through Jan. 31, 2026)

- large residential washers from Mexico (AD: Feb. 1, 2025, through Jan. 31, 2026)

- off-the-road tires from India (AD/CVD)

- paper plates from China (AD: June 7, 2024, through Feb. 28, 2026; CVD: April 2, 2024, through Dec. 31, 2025), Thailand (AD: Sept. 5, 2024, through Feb. 28, 2026), and Vietnam (AD: Sept. 5, 2024, through Feb. 28, 2026; CVD: July 1, 2024, through Dec. 31, 2025)

- plastic decorative ribbon from China (AD/CVD)

- softwood lumber from Canada (AD: Jan. 1 through Dec. 31, 2025)

- uncoated paper from Brazil and Portugal (AD)

- vertical shaft engines between 22cc and 999ccc and parts thereof from China (AD)

Shrimp (India) – dumping margins of 2.36, 3,33, and 4.30 percent in preliminary results of administrative review of AD order on certain frozen warmwater shrimp from India for the period Feb. 1, 2024, through Jan. 31, 2025

Tetrahydrofurfuryl alcohol (China) – continuation of AD duty order on tetrahydrofurfuryl alcohol from China, effective April 30

Tin mill products (China, Taiwan, and Türkiye) – initiation of AD investigations of tin mill products from China, Taiwan, and Türkiye and CVD investigation of such goods from China

Tires (China) – sunset review determinations that revocation of AD and CVD orders on certain passenger vehicle and light truck tires from China would be likely to lead to continuation or recurrence of dumping and countervailable subsidies

Wood mouldings (China) – sunset review determinations that revocation of AD and CVD orders on wool mouldings and millwork products from China would be likely to lead to continuation or recurrence of dumping and countervailable subsidies
