Trade remedies. The Leveling the Playing Field 2.0 Act (S. 691, introduced Feb. 24 by Sens. Young, R-Ind, and Smith, D-Minn., and H.R. 1548, introduced Feb. 24 by Reps. Van Duyne, R-Texas, and Sewell, D-Ala.) would amend the Tariff Act of 1930 to improve the administration of antidumping and countervailing duty laws. Among other things this bill would (1) establish the concept of “successive investigations” to make it easier for petitioners to bring new cases when production moves to another country, (2) expedite timelines for successive investigations and create new factors to be considered about the relationship between recently-completed trade cases and successive trade cases for the same imported product, (3) authorize the application of CV duty law to subsidies provided by a government to a company operating in a different country, (4) impose statutory requirements for anti-circumvention inquiries to clarify the process and timeline, and (5) specify deadlines for preliminary and final determinations.
Cargo inspections. The Contraband Awareness Technology Catches Harmful Fentanyl Act (S. 703, introduced Feb. 25 by Sens. Cornyn, R-Texas, and Hassan, D-N.H., and H.R. 1569, introduced Feb. 25 by Reps. Higgins, R-La., and Magaziner, D-R.I.) would establish a pilot program to assess the use of technology to speed up and enhance the cargo inspection process at land ports of entry along the border.
Apparel. The Haiti Economic Lift Program Extension Act (S. 742, introduced Feb. 26 by Sens. Cassidy, R-La., and Warnock, D-Ga., and H.R. 1625, introduced Feb. 26 by Reps. Murphy, R-N.C., and Cherfilus-McCormick, D-Fla.) would extend through 2035 duty-free treatment for apparel products produced in Haiti under the Caribbean Basin Economic Recovery Act.
Export controls. The Maintaining American Superiority by Improving Export Control Transparency Act (S. 744, introduced Feb. 25 by Sens. Banks, R-Ind., and Warner, D-Va.) would require the Bureau of Industry and Security to provide an annual report to Congress on export control licensing, including (1) for every license application, information about the applicant and recipient, a description of the item, the value of the sale, and BIS’ decision on whether to approve the license, and (2) all export control enforcement activities conducted in the past year.
Trade agreements. The Undertaking Negotiations on Investment and Trade for Economic Dynamism Act (S. 776, introduced Feb. 27 by Sens. Moran, R-Kansas, and Coons, D-Del., and H.R. 1743, introduced Feb. 27 by Reps. Smith, R-Neb., and Himes, D-Conn.) would authorize the president to enter into a comprehensive trade agreement with the United Kingdom.
Agricultural trade. The Prioritizing Offensive Agricultural Disputes and Enforcement Act (S. 743, introduced Feb. 25 by Sen. Cassidy, R-La.) would establish a joint task force on agricultural trade enforcement that would more proactively monitor upcoming Indian and Chinese industrial subsidies and report recommendations on dealing with unfair subsidies it identifies.
Imports. S. 808 (introduced Feb. 28 by Sens. Daines, R-Mont., and Peters, D-Mich.) and H.R. 1677 (introduced Feb. 28 by Rep. Downing) would prohibit the importation of certain minerals from Russia.
