Russia. The No Most Favored Nation Trading with Russia Act (H.R. 6835, introduced Feb. 25 by Rep. Doggett, D-Texas) would withdraw permanent normal trade relations treatment from products of Russia, require an annual process for granting NTR to such products, and initiate a process to suspend Russia’s membership in the World Trade Organization.

CTPAT. H.R. 6826 (introduced Feb. 25 by Rep. Slotkin, D-Mich.) would require a pilot program on the participation of third-party logistics providers in the Customs Trade Partnership Against Terrorism.

Ports. The Transparency for Malign Chinese Investment in Global Port Infrastructure Act (H.R. 6798, introduced Feb. 18 by Rep. Wenstrup, R-Ohio) would require the director of national intelligence to submit a report on Chinese investment in global port infrastructure that includes (1) a review of existing and potential or planned future such investments, including by government entities and state-owned enterprises, (2) any known Chinese interest in establishing a military presence at or near such ports, and (3) an assessment of China’s current and potential future ability to leverage commercial ports for military purposes and the implications for U.S. national and economic security.
