Background

Effective March 31, the Department of Agriculture is updating a federal order restricting imports of host material for the tomato leaf miner. This order now lists 111 countries considered infested by the tomato leaf miner and prohibits imports of two propagative materials (Datura spp. and Salpichroa spp.) and synonyms, except seeds, from all of these countries.

This order also adds Trinidad & Tobago to the list of countries (which now numbers 33) that are infested by tomato leaf miner but may export tomatoes to the U.S. if they meet one of the following three import requirements as well as existing import requirements targeting other pests.

- the tomatoes are imported as commercial consignments only and with a phytosanitary certificate of inspection issued by the national plant protection organization of the country of origin bearing an additional declaration verifying that the tomatoes were produced in an area free of the tomato leaf miner

- the tomatoes are grown according to a systems approach with specific features

- the tomatoes are treated with methyl bromide in a preclearance program
