Background

U.S. Customs and Border Protection has extended from April 1 to Oct. 1 the date on which CBP form 1302A (Cargo Declaration – Outward with Commercial Forms) will no longer be able to be filed in the Document Image System.

CBP has allowed this form to be filed in the DIS since March 2012 as an interim step toward the development of a full electronic export ocean manifest. Since October 2015 CBP has been conducting a pilot program (currently slated to expire in April 2024) allowing carriers to submit export manifest data elements electronically in the Automated Commercial Environment.

CBP now states that due to increased participation in this pilot by vessel-operating carriers, non-vessel-operating common carriers, and software vendors, it is allowing more time for trade participants to file form 1302A in the DIS so they have time to adequately program and test with their CBP client representatives.

CBP states that trade participants currently programming and testing should work toward transitioning to 100 percent electronic export manifest submission prior to Oct. 1, 2023, and that submitting form 1302A will no longer be required in paper or via DIS once the carrier(s) are submitting 100 percent EEM.
