Background

The Treasury Department’s Office of Foreign Assets Control has amended and reissued the Belarus Sanctions Regulations to implement Executive Order 14038 of Aug. 9, 2021. These regulations, which are effective as of March 27, update and add new definitions, update and add general licenses, and update interpretative guidance.

EO 14038 blocks all property and interests in property that are in the U.S., that come within the U.S., or that are or come within the possession or control of any U.S. person, of specified persons (e.g., government leaders, those operating in identified economic sectors, and those involved in human rights violations, electoral fraud, corruption, or U.S. sanctions evasion).
