Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Ceramic tile (China) – continuation of AD and CVD orders on ceramic tile from China

Request reviews – March 31 deadline to request administrative reviews of the following AD/CVD orders, which could result in changes in the applicable AD/CVD duty rates:

- acetone from Belgium, Korea, and South Africa (AD)

- ammonium sulfate from China (AD/CVD)

- amorphous silica fabric from China (AD/CVD)

- brass sheet and strip from France, Germany, and Italy (AD)

- carbon and alloy steel wire rod from South Africa and Ukraine (AD)

- certain biaxial integral geogrid products from China (AD/CVD)

- certain carbon and alloy steel cut-to-length plate from China (AD/CVD)

- certain corrosion inhibitors from China (AD/CVD)

- certain paper plates from China (AD/CVD), Thailand (AD), and Vietnam (AD/CVD)

- certain plastic decorative ribbon from China (AD/CVD)

- certain vertical shaft engines between 22cc and 999cc and parts thereof from China (AD/CVD)

- circular welded austenitic stainless pressure pipe from China (AD/CVD)

- circular welded carbon steel pipes and tubes from Thailand (AD) and Türkiye (CVD)

- difluoromethane from China (AD)

- fine denier polyester staple fiber from India and China (CVD)

- glycine from China (AD)

- granular polytetrafluoroethylene resin from India and Russia (AD/CVD)

- in-shell pistachios from Iran (CVD)

- iron construction castings from Canada (AD)

- large diameter welded carbon and alloy steel line and structural pipe from China (AD) and India (CVD)

- large diameter welded pipe from India (AD) and China (CVD)

- light-walled welded rectangular carbon steel tubing from Taiwan (AD)

- mattresses from China (CVD)

- off-the-road tires from India (AD/CVD)

- pentafluoroethane (R-125) from China (AD/CVD)

- silicon metal from Russia (AD)

- sodium hexametaphosphate from China (AD)

- tissue paper products from China (AD)

- white grape juice concentrate (AD/CVD suspension agreements)

Steel flat products (Netherlands) – dumping margin of 5.67 percent in final results of administrative review of AD order on certain hot-rolled steel flat products from the Netherlands for the period Oct. 1, 2023, through Sept. 30, 2024

Sunset reviews – initiation of sunset reviews of the following AD/CVD orders, which will result in either the revocation or continuation of these orders:

- common alloy aluminum sheet from Bahrain (AD/CVD), Brazil (AD), Croatia (AD), Egypt (AD), Germany (AD), India (AD/CVD), Indonesia (AD), Italy (AD), Oman (AD), Romania (AD), Serbia (AD), Slovenia (AD), South Africa (AD), Spain (AD), Taiwan (AD), and Türkiye (AD/CVD)

- diamond sawblades from China (AD)

- phosphate fertilizers from Morocco and Russia (CVD)

- polyvinyl alcohol from China and Japan (AD)

- seamless carbon and alloy steel standard, line, and pressure pipe from Czech Republic (AD), Korea (AD/CVD), Russia (AD/CVD), and Ukraine (AD)

Scope ruling applications – requests filed in or around January for inquiries on whether identified products are covered by the scope of the following AD/CVD orders:

- certain low speed personal transportation vehicles from China

- oil country tubular goods from Argentina and Mexico
