Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact ST&R.

Aluminum sheet – net subsidy rate of 3.1 percent in final results of administrative review of CVD order on common alloy aluminum sheet from India for the period Jan. 1 through Dec. 31, 2023

Flat-rolled steel – dumping margin of zero in final results of administrative review of AD order on diffusion-annealed, nickel-plated, flat-rolled steel products from Japan for the period May 1, 2023, through April 30, 2024

New reviews – initiation of administrative reviews of the following AD/CVD orders for the period Jan. 1 through Dec. 31, 2025, unless otherwise noted; these reviews could result in changes to the applicable AD/CVD rates

- crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (CVD)

- forged steel fluid end blocks from Germany and Italy (AD/CVD)

- hardwood plywood products from China (AD)

- pre-stressed concrete steel wire strand from Thailand (AD)

- softwood lumber from Canada (AD/CVD)

- wooden bedroom furniture from China (AD)

Shrimp – net subsidy rates of 0.28 to 13.73 percent in expedited review of CVD order on frozen warmwater shrimp from Ecuador

Steel racks – dumping margin of 73.6 percent in preliminary results of administrative review of AD order on steel racks and parts thereof from China for the period Sept. 1, 2023, through Aug. 31, 2024
