Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. Aluminum foil – preliminary determination that imports of aluminum foil exported from Korea and Thailand using inputs (aluminum foil and sheet gauge products) manufactured in China are circumventing the AD/CV duty orders on aluminum foil from China and new AD/CV cash deposit requirement on such goods

Grape juice – new agreements suspending AD/CV investigations of white grape juice concentrate from Argentina that impose an export limit and minimum selling prices

 

Mechanical tubing – sunset review determination that revocation of AD duty orders on cold-drawn mechanical tubing of carbon and alloy steel from China, Germany, India, Italy, Korea, and Switzerland would be likely to lead to the continuation or recurrence of dumping at margins up to 186.89 percent for China, 209.06 percent for Germany, 33.8 percent for India, 68.95 percent for Italy, 48.0 percent for Korea, and 30.48 percent for Switzerland

Paper folders – preliminary affirmative CV duty determination on paper file folders from India and new CV cash deposit requirement at rates of 3.65 and 59.26 percent

Solar products – dumping margin of 7.42 percent for one exporter/producer in amended final results of administrative review of AD duty order on crystalline silicon photovoltaic products from Taiwan for the period Feb. 1, 2019, through Jan. 31, 2020
