Tariffs. The Supporting American Allies Act (H.R. 3727, introduced June 4 by Rep. Moskowitz, D-Fla.) would exempt articles imported from Israel or Ukraine from the Trump administration’s “reciprocal” import tariffs.

The Drones for First Responders Act (H.R. 3786, introduced June 5 by Rep. Stefanik, R-N.Y.) would (1) impose a new tariff on unmanned aircraft from China starting at 30 percent and increasing by five percent annually, (2) require imported drones to meet strengthened rules of origin by 2030 to ensure that critical components are not sourced from China, and (3) establish a revenue-neutral grant program that will help first responders, critical infrastructure providers, and farmers purchase drones manufactured and assembled in the U.S. or allied countries.

Seafood. H.R. 3706 (introduced June 4 by Rep. Babin, R-Texas) would require the Department of Commerce to develop a standard methodology for identifying the country of origin of seafood to support enforcement against illegal, unreported, and unregulated fishing.

The Fighting Foreign Illegal Seafood Harvest Act (H.R. 3756, introduced June 5 by Reps. Crenshaw, R-Texas, and Magaziner, D-R.I.) would combat IUU fishing by (1) directing the DOC to create a blacklist of foreign vessels involved in IUU fishing, (2) requiring increased at-sea inspections of suspected illegal fishing vessels by the U.S. Coast Guard, (3) mandating sanctions against foreign vessel owners engaging in IUU fishing, and (4) encouraging stronger international agreements to combat IUU fishing.

Exports. The Special Relationship Military Improvement Act (H.R. 3813, introduced June 6 by Rep. Green, R-Tenn.) would amend the Arms Export Control Act to provide to the United Kingdom an exemption for licensing of defense items for export in the absence of a relevant bilateral agreement.
