Tariffs. The U.S. Bicycle Production and Assembly Act (H.R. 3904, introduced June 11 by Rep. Buchanan, R-Fla.) would temporarily suspend tariffs on imported bicycle components used to assembled bicycles in the U.S. It would also require the International Trade Commission to report within five years on progress toward assembling two million bicycles annually in the U.S. within five years and five million bicycles annually within ten years.
H.R. 3982 (introduced June 12 by Rep. Letlow, R-La.) would establish a Tariff Response And Damages to Exports fund.
Imports. The Preventing Lethal Agricultural and National Threats Act (H.R. 4014, introduced June 13 by Rep. Nunn, R-Iowa) would (1) establish new federal crime for knowingly or recklessly importing high-risk agricultural pathogens without prior authorization from the Department of Agriculture, (2) authorize penalties of up to 10 years in prison for standard violations, (3) increase penalties to up to 20 years in prison if the offense causes more than $1 million in economic damage, involves intentional concealment of the material’s origin, or is conducted on behalf of, or in coordination with, a foreign government, and (4) equip the Department of Justice, USDA, and U.S. Customs and Border Protection with stronger legal tools to detect, disrupt, and prosecute agroterrorism and bio-crimes.
Shipping. The Open America’s Waters Act (S. 2043, introduced June 12 by Sen. Lee, R-Utah, and H.R. 3940, introduced June 12 by Rep. McClintock, R-Calif.) would repeal the Jones Act, which requires all goods transported by water between U.S. ports to be carried on a vessel that was constructed and registered in the U.S. and is both owned and primarily crewed by U.S. citizens.
Pharmaceuticals. The Rolling Active Pharmaceutical Ingredient and Drug Reserve Act (S. 2062, introduced June 12 by Sens. Peters, D-Mich., and Blackburn, R-Tenn., and H.R. 3955, introduced June 12 by Reps. Craig, D-Minn., and Van Drew, R-N.J.) seeks to improve supply chain resiliency for critical drug products with vulnerable supply chains and to ensure that reserves of critical drugs and active pharmaceutical ingredients are maintained to prevent supply disruptions in the event of drug shortages or public health emergencies.
