Background

The Consumer Product Safety Commission is accepting comments through Aug. 22 on a proposed rule that would require electrical systems using lithium-ion batteries in micromobility products to comply with applicable voluntary standards, with some modifications to performance and labeling requirements. Micromobility products include e-bikes, e-scooters, self-balancing scooters, e-skateboards, e-unicycles, and hybrids thereof.

The proposed rule would apply to lithium-ion batteries used in micromobility products and the electrical systems of such products containing such batteries, including all components that make up an electrical system (e.g., batteries, battery management systems, chargers, and any other electrical component addressed in the applicable voluntary standard). It would apply to both original equipment manufacturer batteries sold with micromobility products as well as batteries sold separately from such products (termed “user-replaceable battery packs”), including components sold in e-bike electrical system conversion kits.

Because some micromobility products are children’s products requiring third-party testing, the CPSC is also proposing to add this rule to the list of rules that require such testing.
