Background

U.S. Customs and Border Protection reports that it has entered a new Container Security Initiative arrangement with Morocco that will help facilitate the high volume of cargo transiting between both countries. CBP states that CSI is “proactive and strategic security program” in which CBP partners with foreign customs administrations and other agencies in key international ports to utilize advanced technology, intelligence, and shared protocols to identify and inspect high-risk maritime cargo containers at foreign ports before they are shipped to the U.S.

According to an agency press release, in 2013 CBP entered into a customs mutual assistance agreement with Morocco Customs that provides the legal framework for the exchange of information and evidence to assist in enforcement (prevention, detection, and investigation) of customs offenses. The new CSI agreement “expands law enforcement efforts between the U.S. and Morocco, enhancing targeting and information sharing in order to identify and counter customs violations and other threats in the cargo environment.”
