Background

The Committee for the Implementation of Textile Agreements has received a short supply request alleging that certain nylon/polyester blend dobby weave fabric is not available in commercial quantities in a timely manner from potential suppliers in the CAFTA-DR countries.

The fabric is made of 78-88 percent polyester and 12-22 percent nylon and is classifiable under HTSUS 5407.73.2015, 5407.73.2060, 5407.53.2020, and 5407.53.2060. The petitioner states that construction of this fabric requires a triple beam air jet loom that can weave three types of warp yarn as well as three types of filling yarn but that it has been unable to locate any textile manufacturer in the CAFTA-DR region in possession of such machinery.

The petitioner is therefore requesting that this fabric be added to the short supply list in Annex 3.25 of CAFTA-DR, which would allow duty-free imports of apparel made in CAFTA-DR countries with this fabric regardless of where it is sourced. Responses with an offer to supply this fabric are due no later than July 8.
