Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact STR.

Activated carbon – dumping margins of zero and $0.04/kg in amended final results of administrative review of AD order on activated carbon from China for the period April 1, 2023, through March 31, 2024

CBS – initiation of AD and CVD investigations of n-cyclohexylbenzothiazole-2-sulfenamide from China, with comments on the scope of these investigations due by June 16

New reviews – initiation of administrative reviews of the following AD/CVD orders for the periods April 1, 2025, through March 31, 2026 (AD), or Jan. 1 through Dec. 31, 2025 (CVD), unless otherwise noted; these reviews may result in changes to the associated AD/CVD duty rates

- 1,1,1,2-tetrafluoroethane (R-134a) from China (AD)

- activated carbon from China (AD)

- alloy and carbon steel threaded rod from China (AD/CVD)

- aluminum foil from China (AD.CVD)

- carbon and alloy steel threaded rod from India (AD/CVD)

- common alloy aluminum sheet from Bahrain (AD/CVD), Croatia (AD), Egypt (AD), Germany (AD), India (AD/CVD), Indonesia (AD), Italy (AD), Oman (AD), Serbia (AD), Slovenia (AD), South Africa (AD), Spain (AD), Taiwan (AD), and Türkiye (AD/CVD)

- common alloy aluminum sheet from Brazil (AD; April 1, 2024, through March 31, 2025)

- mobile access equipment and subassemblies thereof from China (AD)

- off-the-road tires from India (CVD)

- phosphate fertilizers from Morocco and Russia (CVD)

- wooden cabinets and vanities and components thereof from China (AD/CVD)

Uncoated paper – dumping margin of 2.7 percent in preliminary results of administrative review of AD order on uncoated paper from Portugal for the period March 1, 2024, through Feb. 28, 2025

Wire strand – sunset review determination that revocation of AD orders on pre-stressed concrete steel wire strand from Brazil, India, Mexico, South Korea, and Thailand, and CVD order on PC strand from India, would be likely to lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time
