Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases.

Aluminum containers – initiation of AD and CV duty investigations of disposable aluminum containers, pans, trays, and lids from China

Brass rod – (1) issuance of AD duty orders on brass rod from Brazil, India, Korea, Mexico, and South Africa, with AD cash deposits required at rates of 22.78 and 77.14 percent for Brazil, zero and 3.22 percent for India, 6.78 to 7.45 percent for Korea, 6.51 and 29.43 percent for Mexico, and 10.67 percent for South Africa; and (2) issuance of CV duty order on brass rod from Korea, with CV cash deposits required at rates of 2.04 to 3.70 percent

HFC blends – final determination that imports of R-410A and R-407C completed in Malaysia using China-origin hydrofluorocarbon components and exported from Malaysia are circumventing the AD duty order on HFC blends from China and should therefore be included within the scope of that order and subject to an AD cash deposit requirement at the rate for the China-wide entity (currently 216.37 percent)

Mattresses – (1) final affirmative AD injury determination on mattresses from Bosnia and Herzegovina, Bulgaria, Burma, Italy, the Philippines, Poland, Slovenia, and Taiwan, and (2) dumping margin of 103.79 percent in amended final affirmative dumping determination and AD duty order on mattresses from Cambodia

New reviews – initiation of administrative reviews of the following AD/CV duty orders for the periods April 1, 2023, through March 31, 2024 (AD), and Jan. 1 through Dec. 31, 2023 (CV)

- 1,1,1,2- tetrafluoroethane (R-134A) from China (AD)

- activated carbon from China (AD)

- alloy and carbon steel threaded rod from China (AD)

- aluminum foil from China (AD/CV)

- carbon and alloy steel threaded rod from China (CV) and India (AD)

- common alloy aluminum sheet from Bahrain (AD/CV), Brazil (AD), Croatia (AD), Egypt (AD), Germany (AD), India (AD/CV), Indonesia (AD), Italy (AD), Oman (AD), Romania (AD), Serbia (AD), Slovenia (AD), South Africa (AD), Spain (AD), Taiwan (AD), and Türkiye (AD/CV)

- mobile access equipment and subassemblies thereof from China (AD)

- phosphate fertilizers from Morocco and Russia (CV)

- stainless steel sheet and strip from China (AD/CV)

- wooden cabinets and vanities and components thereof from China (AD/CV)
