U.S. Customs and Border Protection has updated its schedule for deploying additional functionality to the Automated Commercial Environment.

ACE Portal. The second phase of the legacy ACE portal modernization, still set for Aug. 27, will transition additional capabilities to the modernized portal, including an updated references tab, document upload and management, create and edit functionality for all accounts and supporting data, blanket declarations, and broker modernization functionality (depending on when a final rule is published; see “brokers” section below). The third phase, which has been pushed back to October, will transition user access management, statement functionality, and arriving/exporting in-bonds to the modernized portal.

Bill of Lading. The deployment of functionality to release ocean cargo at the lowest shipment level has been pushed back from Aug. 27 to sometime this winter.

Brokers. Assuming a final rule modernizing the customs broker regulations is issued before then, CBP is planning to deploy Aug. 27 updates that will (1) transition all brokers to a single national permit, (2) enhance the process for trade users to communicate broker and permit information to CBP, and (3) enable CBP to see information provided by trade users and manage broker administration compliance at the national level. Proposed regulations were issued in June 2020.

Collections. Functionality to enhance the refunds management workflow and provide the ability to search, create, approve, and certify refunds remains scheduled for Aug. 27. Functionality automating the budget clearing account process, enabling improved reconciliation of open receivables, integrating the port collections process into ACE collections, and enabling the entry lifecycle to be contained in one system remains scheduled for fall 2023.

Currency Exchange. Functionality providing clear, concise daily currency information for all users to follow during entry processing is scheduled for spring 2023.

Global Business Identifier. CBP has provided no further information about a test planned for this summer to evaluate three global entity identifier numbers that may be used to ultimately replace the manufacturing identification code, streamline customs data collection, and improve visibility into the supply chain.

Manifests. On July 19 CBP finalized the modernization of ACE truck manifest functionality and completed all back-end services used for electronic data interchange processing. Trade users should now be receiving new messaging regarding modifications to crew, vehicle, cargo, and seals.

Quota certificates. An enhancement for quota certificates still set for Aug. 27 will implement additional validations that verify authorized use of quota certificates and enable import and export country users to query certificate usage.

USMCA. CBP has yet to provide an updated schedule for a new indicator that filers will use to show if they are submitting a substitution claim or a direct identification claim for drawback provisions 56 and 70 under the U.S.-Mexico-Canada Agreement.

Vessel agents. CBP plans to implement July 20 functionality that will allow vessel masters/agents/carriers to log into the ACE portal to launch the Vessel Entrance and Clearance System (see notice here).
