Background

The Department of State has issued a final rule that, effective July 7, amends the International Traffic in Arms Regulations as follows.

- removing a requirement to pre-notify the DRC Sanctions Committee of shipments of arms and related materiel to the government of the Democratic Republic of the Congo

- permitting case-by-case consideration of exports to Haiti of (1) defense articles and services that have been pre-approved by the UN Security Council Haiti Sanctions Committee and (2) non-lethal military equipment solely for humanitarian or protective use and related technical assistance or training

- implementing revisions of the UN arms embargo on Libya, including permitting specified exports and temporary exports

- implementing a Dec. 1, 2023, UNSC resolution formally lifting the prior nationwide arms embargo on Somalia

- implementing a July 30, 2024, UNSC resolution easing the arms embargo on the Central African Republic

- removing a provision that had allowed for a case-by-case review of export licenses or other approvals involving assistance and supplies provided in support of implementation of a peace agreement in Sudan

- implementing UNSC resolutions regarding the arms embargo on South Sudan

- updating the list of North Atlantic Treaty Organization members to add Finland and Sweden

- updating the list of major non-NATO allies by adding Colombia, Kenya, and Qatar and removing Afghanistan
