Background

The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases. For more information on AD/CVD issues, including how to mitigate liability, please contact STR.

Chassis – sunset review determination that revocation of CVD order on chassis and subassemblies thereof from China would be likely to lead to continuation or recurrence of countervailable subsidies at the rate of 44.32 percent

Electrodes – preliminary affirmative CVD determinations on large-diameter graphite electrodes from China and India, with new CVD cash deposit requirements at rates of 103.49 percent for China and 3.68 to 6.99 percent for India

Engines – sunset review determination that revocation of AD and CVD orders on vertical shaft engines from China would likely lead to continuation or recurrence of material injury within a reasonably foreseeable time

HFC blends – dumping margin of 186.61 percent in final results of administrative review of AD order on hydrofluorocarbon blends from China for the period Aug. 1, 2023, through July 31, 2024

Solar cells – initiation of changed circumstances review to consider the possible revocation of the AD and CVD orders on crystalline silicon photovoltaic cells, whether or not assembled into modules, and on CSPV products, from China with respect to certain off-grid small portable CSPV panels
