Background

The Fish and Wildlife Service has announced that beginning March 5 all shipments into and out of the U.S. containing dozens of species of animals and plants (including parts and products) must be accompanied by the appropriate document under the Convention on International Trade in Endangered Species of Wild Fauna and Flora. These changes are being made to implement amendments to CITES appendices I and II that were agreed last fall by parties to the agreement.

CITES Appendix I includes species threatened with extinction in which trade is generally prohibited. Appendix II includes (a) species not necessarily threatened with extinction but in which trade is strictly controlled to prevent them from becoming so and (b) species that must be subject to regulation so that trade in other CITES-listed species may be brought under effective control. Appendix III contains species that are protected in at least one country that has asked CITES parties for assistance in controlling trade.

The FWS notice lists species removed from or added to appendices I and II or transferred between those appendices.
