Background

The Bureau of Industry and Security has issued a final rule that, effective Jan. 23, strengthens and refines sanctions against Russia and Belarus as follows.

- adds 94 items (including industrial materials, items needed for manufacturing, and aircraft-related items) to the list of those that require a license for export to, reexport to, or transfer within Russia or Belarus

- adds one item (HTSUS 8529.10, antennas and antenna reflectors and parts thereof) to the list of those that require a license for export or reexport to Iran (under § 746.7) and to Russia or Belarus (under § 746.8)

- eliminates the lowest-level military and spacecraft-related items from being eligible for de minimis treatment when incorporated into foreign-made items for export from abroad or reexport to Russia or Belarus

This rule also makes corrections and clarifications to existing controls on exports to Russia and Belarus, including with respect to U.S.-origin controlled content as well as licensing requirements, exceptions, and review policy.
