Tariffs. The Prevent Tariff Abuse Act (H.R. 407, introduced Jan. 15 by Rep. DelBene, D-Wash.) would exclude the imposition of duties and import quotas from the authorities provided to the president under the International Emergency Economic Powers Act. That law “was intended to allow presidents to impose financial sanctions on hostile foreign nations that pose an emergency threat to the nation,” a press release from DelBene’s office said. “It was never intended to allow a president to declare a state of national economic emergency and impose tariffs on allies.”

The Protecting Americans from Tax Hikes on Imported Goods Act (S. 151, introduced Jan. 17 by Sen. Shaheen, D-N.H.) would make similar changes.

The BUILT USA Act (H.R. 505, introduced Jan. 16 by Rep. Golden, D-Maine) would establish an additional ten percent tariff on all imports of goods and services into the U.S. This tariff would increase or decrease by five percent each subsequent calendar year depending on whether the U.S. maintains a trade deficit or surplus, respectively. 

Border taxes. H.R. 480 (introduced Jan. 16 by Rep. Brownley, D-Calif.) would amend the Internal Revenue Code of 1986 to establish a methane border adjustment mechanism.

Cuba. S. 136 (introduced Jan. 16 by Sen. Wyden, D-Ore.) would lift the U.S. trade embargo on Cuba.
