Head and Arm Coverings
In the Jan. 8, 2025, Customs Bulletin and Decisions, U.S. Customs and Border Protection proposed to reclassify certain neck, face, head, and arm coverings as scarves under HTSUS 6117.10.20 (11.3 percent duty) or as other made-up clothing accessories under HTSUS 6117.80.95 (14.6 percent duty) rather than as hats and other headgear under various subheadings within HTSUS heading 6505.
Rulings NY N311707, HQ 950751, HQ W968280, NY K83753, NY N204320, and NY N300387 would be revoked, and ruling NY K86452 would be modified, to reflect this change. Comments are due no later than Feb. 8.
The items at issue include tubular- or cylinder-shaped articles of various fabrics that cover the face, head, neck, and/or arms to protect the wearer from sun, wind, dust, debris, etc. Some are also designed to quickly wick, absorb, and evaporate moisture.
Women’s Underwear
In the Jan. 15, 2025, Customs Bulletin and Decisions, CBP proposed to reclassify certain women’s underwear as sanitary pads and similar articles under HTSUS 9619.00.61 (10.8 percent duty) or HTSUS 9619.00.64 (14.9 percent duty) rather than as women’s cotton briefs under HTSUS 6108.21.00 (7.6 percent duty) or HTSUS 6108.91.00 (8.5 percent duty).
Rulings NY N316788, NY N317786, and NY N322044 would be revoked to reflect this change. Comments are due no later than Feb. 15.
The items at issue are women’s underwear briefs and boy leg underpants made of 95 percent cotton and five percent spandex knit fabric. They feature a gusset with three additional layers that create a barrier for leakage and are marketed for incontinence and menstrual issues. They are washable and reusable.
